Joe Howe was appointed Superintendent of Schools in Freehold Borough in September 2021. Prior to becoming Superintendent he was Assistant Superintendent of Business/Board Secretary in the District for seven years. During his time in Freehold Borough he oversaw the construction of major additions and renovations at the Park Avenue Complex and Freehold Learning Center. As the financial leader of our schools he worked with the community to double the amount of state aid Freehold Borough receives to ensure all of our students receive a thorough and efficient education. Before coming to Freehold Borough he worked as the Assistant Business Administrator for a large school district in Middlesex County overseeing operations and finance. Prior to his career in education he was a certified public accountant working with the state and federal government. He holds a Bachelors in Political Science, Masters Degree in Accounting, Educational Leadership Specialist Degree, and a Doctorate in Educational Leadership Management and Policy which he earned from Seton Hall University.Patricia SaxtonAssistant Business AdministratorFreehold Borough School District732.761.2103Patricia (Trish) Saxton became the Assistant School Business Administrator in October of 2013. Prior to becoming the Assistant she was part of the Freehold Borough Business Office team in various assignments since 2000 with responsibilities including payroll, food services, budgeting, purchasing and transportation. Prior to entering the field of school administration, Trish was an Accounting Manager with a major global insurance company. She holds a Bachelor’s in Business Administration; is a Certified Public Accountant and a Qualified Purchasing Agent.

William, a native of Fulton, NY, taught here in Freehold for 7 years before taking over the principal position at the Learning Center this year. Prior to coming to Freehold, William taught in Bowie MD, and in Central NY. He graduated from Alfred University in 2001 with a degree in Elementary Education. He Earned his Master's degree from the University of Phoenix with a major in Curriculum and Instruction in 2006, and his Post Masters Certificate in Administration from The College of New Jersey in 2011. Patrick Mulhern received a Bachelor’s of Arts in English from Rutgers University and a Master’s degree in both English Education and Educational Leadership at The College of New Jersey. He was trained in Reading Writing Workshop instruction from Teachers College at Columbia University. Patrick also a graduate of New Brunswick Tomorrow’s Leadership program.
He was the lead administrator for the Greater Brunswick Charter School (GBCS) in New Brunswick, New Jersey for the past four years. During his time in New Brunswick, Patrick oversaw the implementation of Dual Language ( a bilingual education program), Reading and Writing Workshop, and Investigations (math program). Over this time period standardized test scores increased significantly. JerseyCAN, a national network of state-level advocacy groups that promote research based education reforms, recognized GBCS middle school scores for having the 5th highest increase (24.3%) in student achievement in New Jersey.Jennifer DonnellyDirector of Technology & AssessmentFreehold Borough School District732.761.2126Jennifer Donnelly has been serving the Freehold Borough School District since 2011. She began her career as the District Anti-Bullying Coordinator and the Supervisor of Gifted and Talented. In 2012, she assumed the role of Supervisor of Assessment & Technology and continued as the Supervisor of Gifted and Talented. In her current role as the Director of Technology & Assessment, she is responsible to oversee the implementation of all district technology and assessments as she continues to maintain the integrity of the district’s Gifted and Talented Program. Her education includes a B.S. in Business Administration with a concentration in finance from William Paterson University 1996; and an M.A. of Educational Leadership from St. Peter’s University 2003. She holds a standard certificate in Elementary Education, General Business Education as well as Supervisor and Principal certifications. Samuel dela Cruz joins Freehold Borough School District as the Director of Curriculum and Instruction in August of 2016. He brings with him over 16 years of experience in public education with an extensive background in educational leadership, curriculum development, innovative instructional strategies, and effective use of assessment data to drive instructions and programs. His diverse experience in education includes serving as a classroom teacher, middle school Vice Principal, district Supervisor of Instruction, and Director of Curriculum, Instruction, & Assessment in urban, suburban, and charter school settings. He earned his B.A. in Psychology from Rutgers University, M.S. in Administration and Supervision from Fordham University, and Ed.D. in Executive Leadership from Fordham University. Jennifer O’Shea took over duties as Director of Special Programs in Freehold Borough Public Schools on August 1, 2013. Previously she served as Director of Basic Skills and Testing/School Psychologist in the SeaGirt Schools for three years, and was the School Psychologist for the Point Pleasant Borough Schools for over ten years. In her current role, she is responsible for overseeing the implementation of all special education programs and services provided within the district. She also serves as the Affirmative Action Officer for the district. Her education includes a B.A. in Psychology from the University of Virginia 1994; an M.A. in Counseling Psychology from Georgian Court University 2000; and an M.A in Educational Leadership from Thomas Edison State University 2010. She holds NJ state certification as a School Psychologist as well as Supervisor and Principal certifications. Mrs. O’Shea resides in Spring Lake Heights with her husband John and three children Abigail (10), Jack (9), and Ellison(7).

& World Languages732.761.2245Prior to becoming an administrator in Freehold Borough, Cecilia Zimmer taught for a total of 11 years as a bilingual teacher in Union City, NJ and as an ESL teacher in Carteret, NJ. As a Supervisor since 2011, her charge is to oversee the ESL, Bilingual, and World Language departments. She holds a BA in Sociology from Montclair State University and an MA in Administration and Supervision from St. Peter’s College. Nick also graduated from the Freehold Borough High School. He was awarded the Support Staff Person of the Year for the 2013-2014 school year. Nick was hired as the Supervisor of Buildings and Grounds in November of 2015. He earned his Educational Facilities Management Certification from Rutgers University in 2017.
